Jumping HP/MP is due to the complete lack of useful communication between server and client.
This is an overview of what happens
Damage calculations are made in the server and new HP/MP values are sent in a packet to the client. (these 0x07ed packets are sent 1 per second all the time)
Client receives and displays the HP/MP then on the next active cycle it recalculates all the HP/MP and displays that instead of the values that came from the server.
Next 0X07ed packet is received and displayed.......
client recalculates.......
Ad infinitum
The two often get seriously out of sync so you see jumping health bars
