add reductions, figure out formulas, make modifiers with database

hitpower = (long int)floor(attack * (GServer->Config.PlayerDmg/100.00));
for example, start here and find the right value for your server. (Change "100.00" to whatever you want)
I actually found some interesting formulas from other games, and used them as a template to build my own formulas.
They work sorta well, but it all comes down to spending time, finding proper values etc..
