YES, I also use phpmyadmin for mysql in my websites hosting online, but for my locally hosted web server and mysql server, I find HeidiSQL easy to use as you seems to be just using Excel to manage your database tables.
I have also tried XAMPP long time ago but since I have learned WAMP Server exist, I thought it could be more easy to use as it is really created for Windows and You can also update each modules of Apache, PHP and MySQL depending on the versions and availability of the update, though these could also be possible with XAMPP, but I have not just explore it long enough.
Anyway, it is just a matter of preference.
