How do I edit NeonCube.exe to take neoncube.ini from another folder, not neoncube (eg from Luncher) ?

Look in the code where it loads the .ini file. Then add the path.

I would like to ask if where will the patch/patchlist.txt should be located ..
should it be on the ROSE Online client folder or in the xampp/htdocs folder ?

I'm trying to run my patcher in the same computer using the local ip which is 127.0.0.1

I made a two copy of my rose client files, one is updated while the other is out-dated.

Everytime I run the launcher in the out-dated rose files, it always says
Failed to get the file..

If I put my /patch/patchlist.txt in the xampp/htdocs folder it says:
Failed to get http://localhost/patch/patchlist.txt
where : patch_list=http://127.0.0.1/patch/patchlist.txt
and : patch=http://127.0.0.1/patch/


If I put my /patch/patchlist.txt in the out-dated ROSE Online folder it says:
Failed to get /patch/patchlist.txt
where : patch_list=/patch/patchlist.txt
and : patch=/patch/


and my regexe_call is the same for the two cases :
ragexe_call = TRose.exe @TRIGGER_SOFT@ _server 127.0.0.1


inside my patchlist.txt are:

1 VFS 3DDATA/STB/LIST_JEMITEM_S.STL*
2 VFS LIST_JEMITEM.rar


And I'm using NeonCube 2.0

(i have trying too without to create folder for the patchs... - i have put the Logo.dds in the patch folder and patchlist.txt too but wont work again >.< )

your patch folder doesn't have a trailing "\"
