I think I know what's wrong.
Inside the questdata folder (server side) - there's should be another folder - "NPC" - that holds another set of QSDs. In the recent SVN update, twas removed, until we know for sure why - as I think its for a good reason - we wait for whoever updated it and ask.

Here is the NPC folder - you can test this by extracting it inside QUESTDATA (serverside). The quests should work then. I should tell you though - I've deleted some QSD inside that folder - the zero byte qsds that causes alot of errors and crashes inside the game - having said that, I think I know why someone deleted it. Not sure though.
