xna version 3.1 is more than likely corrupt..you need to re-install the xna framework 3.1

I actually had a very similar issue when I was working with the map editor a few years back.
I had to change one of the parameters in the XNA function call.
Unfortunately it was so long ago that I don't remember precisely which one. It was a very basic one. Had to change a 2 to a 1 or something like that
Need to lookup information on NARose items, skills, quests?

Dot net Framework and XNA Framework is not the same thing.

Make sure that you install: /en-za/download/details.aspx?id=15163 from the https://www.microsoft.com website.

netframework if you run the installer just places it folder...you have to open the folder make a file folder and run the exe the installer extracted. So you probably know that ..but in case you didn't you have to install netframework like twice..use the installer then the exe after. I did a little search and I think this line Signing of Issue 03: 4a47d3ef this issue or issue 06 has something to with a missing file. Not really dependable note though.
