No it's not. they are pretty straightforward and more or less follow the irose format so mods will be easy.

It's just that my editor needs the headers in order to be able to pull the names out of the stls ;)
Need to lookup information on NARose items, skills, quests?

As purple said already everyone here more or less has their own server so there has to be some convincing to give time to this project.

If you want to help out, and are just learning coding, you can always fix bugs and make patches to post on the forum, then the devs can look over your code and let you know if there's any problems, and if not they can add it to the main source :)
My favorite skill is scaring new users away.
If you haven't SEARCHED expect me to yell at you.

By the way, for the svn, you got googlecode drakia used once. It seems it's a bit better than opensvn. I guess drakia could help on how to do this ;)
Now the ospRose dev group has been created and I sent a PM to pepu.
If someone wants to join the dev group, send him a PM. Though, please, only devs or people "really" willing to be involved in this project. It's not a club but a work group

Well honnestly the best way is to take a project you like, then see how it's working and trying to change some stuff in it :)
And when you don't understand it, or you ask, or you google it (there are a lot of c++ reference websites) ;)
There are also some good c++ books, but I don't know the titles in english :)

Though learning c++ from scratch is really boring, that's why I talked about changing stuff in an existing one ;)

by far the best way to learn is just to dive in and start making changes to see what happens. There are plenty of us who can help to explain things to you if you get stuck or don't understand certain aspects.
It is very difficult to find any place that will teach you all of it.
You just need to pick up bits and pieces then before long you will be one of the experts. :D
