Usually means the server is offline.
Which server are you trying to log into?
Need to lookup information on NARose items, skills, quests?
Now featuring a newly completed skill tree for all classes
Formatting fixed for different resolutions

are you running on the same computer as localhost? (ip = 127.0.0.0)
If you are then port forwarding isn't going to make any difference since you aren't sending an internet connection to a specific computer anyway.
If you are on a LAN connection to another computer then it is worth doing but even then it isn't really that critical. I can run my server for LAN connection without port forwarding. I know that because when i had a power cut, the ip of my rose server changed in my LAN. The ports were forwarded to 192.168.1.102 when the server was actually at 192.168.105. it still worked over the LAN but didn't on the internet because the port forwarding was sending the connection to the wrong server PC.

Your problem is almost certainly in the server conf files. It pretty much always is.
